Luigi D’Angelo currently serves as Head of Office: Operational Office for Emergency Coordination at the Italian Department of Civil Protection of the Presidency of the Council of Ministers.

He graduated in civil engineering at the University of Basilicata Region and has been employed by the Department of Civil Protection since July 1999. Over time, he has gained expertise in civil protection planning and emergency management, international and institutional relations and activities in the field of civil protection, serving as head of Unit in emergency planning and training in the period between April 2007 and January 2011, and then as head of the international activities and relations service unit until July 2017 when he assumes the post of Director of the Office for the Coordination of Emergencies that he currently carries out.

As a member of the coordination teams of the Department of Civil Protection, he has participated in the main emergencies that have affected Italian territories over the last twenty years. These include the emergencies in Molise and Puglia (October 2002), in Nicolosi (2001), in the province of Catanzaro (March 2005), in the Abruzzo region (April 2009), in the Emilia Romagna region (May 2012), in central Italy (August 2016), as well as the emergency event caused by the avalanche, that affected the Rigopiano hotel in January 2017 and, recently, the emergency due to the spread of Covid-19.

He has also acquired international civil protection expertise attending courses in the United Nations and the European Commission contest, as well as an in-depth knowledge of the EU civil protection mechanism, and has participated in as a team leader of the European Commission's coordination team in several international emergencies including the earthquake in Sichuan province, China 2008, the earthquake that struck Haiti in January 2010, as well as the emergency Typhoon Hayan in the Republic of the Philippines in November 2013.
